I've had this problem on two Win98SE machines. Apparently this happens because something else has either already loaded, or is in the process of loading, that interferes with the loading of spool32.exe. I've resolved it on both machines by making the first line of Win.ini, in [windows]: load=c:\windows\system\spool32.exe This has also worked on WinME.
