Check your default for *.mpeg files as well
as *.mpg files. You will probably find them
to be different. I was able to copy your
biscuits.mpg to biscuits.mpeg and have one
open with the Media Player and the other
open with QuickTime. Your server is sending
"video/mpeg" so IE is using mpeg for the http access.
