The _RESTORE directory is a PROTECTED directory with Windows ME, to keep people
from deleting it. It is REQUIRED. It is where the System Restore function keeps
all the backups necessary to restore your system back to a prior state if you mess
it up. Maybe you should read through the HELP section on features of ME before you
go trying to delete ME off of your system.
You can disable the Restore function if you do not want it under the troubleshooting
options, but the _RESTORE directroy is still required, and Windows will put it back
if you some how manage to delete it.
