re: MSI.DLL:222 error message

I have been getting the "MSIEXEC.EXE file linked to missing export MSI.DLL:222" error
message so downloaded the WindowsInstaller (InstMsiA.exe). Unfortunately, when I
try to extract the new Installer, I get the "MSIEXEC.EXE file linked to missing export
MSI.DLL:222" message again so can not fix the problem - any ideas?
I also tried to download IE v6 but when it finished downloading I got the message
"a previous installation has pending work requiring a reboot" however rebooting does
not fix the problem. After rebooting, I still get this message when trying to install
/ download anything else.
