windows is hanging on after i try to shut down

i have been searching this site for anyone who has the same problem that i do, here
it is: when i go to shutdown my computer (using the start button and the shutdown
option) the actual computer (tower) stays on and no matter how many times i try to
push the button nothing happens so what i have to do is unplug the computer so i
can turn it on again later even though i know that this is a bad thing to do. I
just set this computer up the other day by myself and it was worse in the beginning-in
the beginning after i chose the shutdown option my computer kept on beeping, a continuous
beep that dorve me nuts so i unplugged it and plugged it back in. Sometimes it would
take a couple of hours before it would stop. Could there be something wrong with
the way i set it up? with my hard drive? or do you thinnk i have a bug or virus?
anyone with this or a similar problem?
