WinME: Background of my icons are still not transparent even with the Disappear.exe in the startup

The background of my icons are still white, and I've made sure that Disappear is in the startup menu and starts up (I've even toggled it on manually) and I know that the VB40032.DLL is in the Windows/System folder. What's wrong? ;(
