I think it's an IE problem. These suggestions aren't rocket science, but you should at least try them, if you haven't already. Go into Internet Options>Advanced>Browsing and Make sure the "Notify when downloads complete" box is checked. You could also try clicking on restore defaults and then going back and reselect the options you want. Other than that, go to the Control Panel>Add/Remove Programs choose Microsoft Internet Explorer and click "Repair Internet Explorer" Did you try the Microsoft Knowledge base?
