unable to boot ME

During boot up ME starts ut immediately shows message "Windows unable
to upgrade file %1 to %2 %1:%2" This message repeats ad nauseum. I am
unable to boot in safe mode. This started after uninstalling McAfee Virus
and installing Norton System Utilities. when I was prompted to reboot the PC
after the installation my problems began. Any ideas appreciated.
