Monitor problems: venetian-blinds-like display

I recently installed an 8M AGP video card into my computer (Pent II 300 running Win ME). It seems to work fine most of the time. However, every once in a while, on occasions when I need to reboot my computer, I experience problems. The bios text does not appear on the monitor during reboot, and the windows screens display vertical bands (like Venetian blinds). I have checked the display settings and the video drivers before and after the event and nothing seems to have changed. I have also reinstalled the video drivers several times but that does not seem to correct the problem. However, on all three occasions, the problem has corrected itself after I shut the system down overnight. I think the problem could be due to one of the following causes: the video card is overheating (never heard of this before; do you think this can happen?); a faulty monitor cable; maybe Windows needs several reboots to correct itself; hardware clash between old monitor and slightly newer video card.
