Win ME or Outlook 2000

I'm not sure if this a ME or Outlook problem. When I attach a .jpg file to an email using the "insert" "file" into the body of the message, it shows the correct file name and extension. However, when the recipient get the email, it has a "winini*.dat" (*= different letter, usually T) instead of the .jpg attachment. I have tried sending different pictures and sending to different recipients, but no change. Tried soft and hard reboots. I am running Norton A/V corporate edition with the latest definitions and have scanned twice with scan all files checked. I don't want to use the system restore due to a nightmare I had with it the last time I used it. Any advice?
