If you don't get a good answer to your question, you can try troubleshooting by using another program to sent the attachment. I configure Netscape Messenger so I have a backup mail program. If it works using Netscape, the problem is with Outlook. If not, it could be with ME, or your ISP. Try sending the attachment to yourself using both programs and see what happens.
