Display Favorites on Start menus.

Actually, this is a non-default item you have to select for your user Start Menu. Click Start - Settings - Taskbar and Start Menu - Advanced tab. The first entry in the Start menu and Taskbar options list is "Display Favorites". Check the box if you want it. Then click Apply bar.
