This is all I came up with. Just download it and save to disk and run the install
offline. It's worth a try.
"MSIEXE.EXE file is Linked to missing MSI.DLL:222"
Note: it's MSI.DLL semi-colon 222

SYMPTOMS
When you try to install any of the Microsoft products listed at the beginning of
this article, you may receive an error message similar to the following:
The MSIEXEC file is linked to missing export MSI.DLL:222.
CAUSE
This problem may occur if the Windows Installer files on your hard disk are damaged.
RESOLUTION
To resolve this problem, update Window Installer to the latest version, and then
rerun Setup for the Microsoft program that you want to install. To update Windows
Installer, follow these steps.
