Normally, many USB devices that require install of drivers from a CD require that you first install the drivers, and then plug in the device. Try unplugging the device, stating Windows, using Device manager to Remove the device if it lists it, reboot, then try installing the drivers and following its directions. Last plug in the USB cable to the device.
