I am running XP pro and had the same error reported from NSW 2003. Putting the mscoree.dll
file in the C:Windows\System folder didn't work. I put the file in the C:\Program
Files\Common Files\InstallShield\Professional\RunTime\0701\Intel32 folder and my
problem was solved.
