This is probably the well-known bug with the IDE controller and there is a patch 
on the Microsft up-date site which adds two seconds to the shut down time in order 
that all of the data can be written back to the hard-disk before the shut-down relay 
trips the power.

You will have to look for it as it is not an up-date that is needed by everybody 
so go to: Windows Update

Wait until the page loads and then click on "Personalise  Windows Update" and continue 
until you see "Up-Dates for Windows Millennium" where you will see the patch you 
probably require.

You should add ALL of the system critical and security up-dates applicable to your 
system as they are ALL necessary to maintain proper performance.
