My desktop icons are fine ... but start menu and explorer icons are falling apart or gone altogether. I fixed mine by going to the desktop, right click and select properties, select the EFFECTS tab, and UNCHECK the "Show Icons Using All Posible Colors". I don't know why my icons started getting corrupted after 2 years of running fine and I don't know why this fixed it but at this point, I don't really care. For whatever reason, this fixed all my icons immediately. No restart was required. I was just grasping at straws to try and avoid a RESTORE. :) Good Luck.
