You can look for a tweak to do it although I have never seen one. In windows ME you can remove certain things that you do not use. I recommend getting rid of help since you can just use CNTRL + F or WINDOWS KEY + F to make the box appear. To get rid of it you can go to start>settings>taskbar & start menu.
