Okay...I had the same problem as you...and the solution almost seems a little too
easy...but it worked for me and hopefully it will work for you too...this is what
I did:
If your computer was like mine and the "disable system restore" box was checked and
yet you were still unable to delete the C:\_restore file simply:
-Uncheck the box and click "apply"
-ReCheck the box after applying the unchecked box, and hit "apply" again.
-When you exit the window, it will ask you to restart. Do so.
-After restarting, you should be able to simply right-click and delete the file without
the system reporting that "the file is currently in use"
This is what worked for me...Maybe I did something else...I dont know...but its worth
a try.
