Windows ME major problem

Ok, I recently screwed my stupid computer up.. It was completely my fault though. 
I was trying to be a wise guy and delete all "un-wanted" files from my C:/ drive, 
such as, in the WINDOWS folder I deleted A LOT of stuff that was needed. And I deleted 
some various programs that I dont think have anything to do with my general problem... 
I was assuming that I could use my windowsME reinstall disk when I tryed this, but 
later found out that will not work. 

Ok, here is my problem:
1.) the first time I restarted my computer after deleting all of those files my resolution 
was huge and running on a very low color setting. I fixed this with putting in my 
reinstall the drivers disk.. That fixed that problem.
2.) I do not have a mouse AT all and I am having to navigate with my keyboard. Very 
annoying.
3.) Everytime I try using the reinstall windowsME disk it shows an error after a 
little while.
4.) I cannot enter ANYTHING in the Control Panel > Settings folder.. It will just 
say "File missing rundll32.exe" or something like that.
5.) I cannot get online because it will just show up errors.

That is about it... I know that I can reformat but I do not have a "bootup disk" 
nor do I know where I can get one. Any help would be appreciated!! THANK YOU!!
