Well you should have a Windows bootdiskette START-DISK

You CAN make one on any other Windows ME Computer.

If you are fortunate enough to have the Cabinet files ON your Hard Disk-Drive then 
you could do an over-install of your operating system.

With the Start-Disk [Botdiskette] in the A: drive, start your computer, and at the 
choice screen, choose "Minimum boot" and press enter.

When the A:\> prompt loads type: A:\> C:\WINDOWS\OPTIONS\CABS\INSTALL.EXE [Or SETUP.EXE] 
and press enter.

The re-install should proceed from there.

RE-INSTALLING WINDOWS ME

YOU MUST HAVE your Windows ME ProductKey code to complete the install.

Provided that the file: C:\WINDOWS\system.dat , is still on your C: drive , you can 
find it from the DOS prompt too.

Type: A:\>EDIT C:\WINDOWS\SYSTEM.DAT

Using your keyboard, press Alt then right arrow to move over to Edit. Down arrow 
to get to Search and press enter. Type: ProductKey , in the search window and press 
enter.

The Number which you are looking for should appear immediately after the word ProductKey.

I.E. ProductKey ABCD1-BCDE2-CDEF3-DEFG4-EFGH5 , for example. [That is a ficticious 
number, btw.]

Make an absolutely ACCURATE record of it.

If the install hangs run: A:\>scandisk /all , and yoou should do this FIRST before 
attempting the overinstall.

If you are lucky it might work for you. Have you tried getting nto safe mode by tapping 
the F8 key during stsrt-up? With all of those files missing I doubt if you can, but 
it might be worth a try.

Otherwise:
