An option is to start in DOS mode, or go to Start / Programs / Command Prompt At DOS prompt c:\ type something similar to... del c:\windows\desktop\downloads\video.mpg ...whereas everything beyond "windows" in the above path will be different since all you are doing is listing the path to the file in question. Reboot and the file should be gone. If you see a parameters message the file should still be gone.
