Hum.. If you get the blue HP screen, then you know that the processor, at least part of the RAM memory and a big part of the system board is working OK.

Do you get any beeps from the speaker?

Do the led's on they keyboard blink a few seconds after powering on the system.

Try the keyboard on a different system to make sure it works OK. Also make sure you have the keyboard plugged into the correct plug (and not swapped with the mouse).

Open box and make sure the memory module(s) are plugged in good. Note position of each of the adapter cards and remove all (except the video if on a card) and see if you can get into BIOS by holding the F1 key down just as the blue HP screen comes up.
