Outlook Express 6 will not open

When I try to run OE-6 it freezes and when I press ctrl/alt/del it says msimn not responding, I have tried to run 'regsvr32 msimn.exe' when I do that I get the following error message: LoadLibrary ("msimn.exe") failed. GetLastError returns 0x00000485. I'm running ME and MS download says I already have the latest OE.
