Problems w.IFSHLP.SYS - help!!!!

Hi everyone... I was checkin' on google and found this forum. As many posted my
computer won't start up, says the file IFSHLP.SYS is either missing or corrupted...
I can't start on safe mode or step by step. cause no matter what I press it will
end with system halted in that blue screen. Another problem is that I don't have
the windows cd-rom or a floppy drive. is there anyway I can just get access to the
computer so that i can get online just once to fix it or do I need to buy windows
me? or take it to a programmer? any sugestions...? I tried most of the links people
gave to other people w.my problems, but again, I don't have any start-up disks.
help! :(
