Hi Stan,
I can think of two other reasons why this should be happening.
1. Your firewall is blocking the OE launch i.e. preventing it from accessing the
internet.
2. You've got McAfee anti-virus installed.
To deal with #1 first, I've often accidentally clicked the "No" button in Zone Alarm
Pro when a message has popped up asking me if I want to allow program X to access
the Internet when I meant to have clicked "Yes". The firewall subsequently adds a
flag to the configuration preventing the program from accessing the Internet. If
you happen to be running ZAP as well, click the system tray icon to get the firewall
dialog window up > go to Program Control > Programs and delete OE from the list.
Even if you're not running the same firewall, you should be able to find a similar
menu somewhere.
To disable McAfee, go to Start > Run > type: msconfig and click OK. Click
the "Startup" tab and remove the checkmark from every entry that points to McAfee.
McAfee is called "NAI" (Network Associates) these days incidentally. Click Apply/OK
and reboot. Then try and launch OE again.
If McAfee turns out to be the culprit, you'll have to get a patch from their site
if you want to continue using it.
