Use the Start menu option, Programs, to show the Internet Explorer line. Right click on it and select properties. In the Shortcut tab, the target field should show:

"C:\Program Files\Internet Explorer\IEXPLORE.EXE"
If it does not show this, then the browser may have been hijacked by some Virus/Trojan.

Try using explorer to locate IEXPLORE.EXE at the above path and start it directly by double clicking on it.
