Systray error....kernel32dll

I am running WindowsME and have a problem that has certain side effects:
1. All icons are enlarged, like you would see when restarting in safe mode
2. Mouse no longer works
3. Error message says:
Sistray has caused an error in kernel32dll
What can I do to fix this error...hopefully without reformatting my harddrive. Thanks
