find files/folders disabled

I have a problem concerning the find files or folders tool. It starts and then does
not show the window.
I have run a good antiviral program (fully updated) that cannot be disrupted by various
worms that destroy the av definitions. It deleted the some worms such as: (don't
remember names exactly) handy and duster. It was set to delete them and cure any
boot sectors that were affected, not just review them.
Furthermore, I have tried to:
-run spybot S&D with proper features set
-reinstall IE 5.5 sp2 and try to repair it under add/remove programs
-reinstall windows options under add/remove programs> windows setup tab
-disable system restore and purge folders
-run norton system check and ndd (also found no problems)
-searched all over the internet and as much of this forum I could, but with no avail
-disabled VBS (after everything stopped working)
I am also experiencing script errors in IE, and Windows MP will not open files. This
was happening before I disabled VBS.
I have not tried to reinstall Windows over itself as I do not know how to do it and
am not sure how well it works after (due to readings in threads about people who
could not get applications to respond after)
I really would not like to have to wipe the entire HDD as it contains lots of info,
also the install disk has been misplaced so if this was last resort I would have
to install 98SE as it is the only disk I have. I do believe the most of the windows
files on located on the HDD though, but I am not familiar with how to access and
extract the proper ones (if any).
Anyone with any information (even info on topics in this request not related to find
files/folders, but to reinstalling windows over itself) and or patience to read all
of this would be greatly appreciated as I am not the sole user of this OS and others
patience are wearing thin.
