No desktop icons or start button

I am having a terrible problem. l stupidly uninstalled IE 6.0., now I have no desktop
icons or start button. I started having trouble when I couldn't access web pages
anymore, and my home page was changed. I have DSL and dial-up. I was able to
use Compuserve on the DSL line, but not IE. When I ran IE I would be able to browse
for a few minutes, then I couldn't access web pages. I ran an online virus scan,
there were like 9 viruses on my system. I downloaded all kinds of things to get
rid of them; Spybot search and destroy, hijackthis, etc. and when I was just starting
to make some headway, I STUPIDLY uninstalled IE 6.0, and had planned on re-installing
it hoping that might help, and then this happened!
When I do ctrl, alt, delete, there are no programs running at all! What happened?
And I don't think the computer had a Windows ME start-up disk, but it did come with
a recovery CD, but that doesn't help because my keyboard doesn't work until the desktop
comes up. I am SO frustrated. Can anyone help?
