Hi Jack,
If you used a Recovery CD, that is to say, a pre-configured disc that repartitions,
reformats and reinstalls the operating system, then the CDROM drive is set as first
boot device in the BIOS. You can test the floppy drive in Real Mode DOS by using
a Windows bootable floppy disk (if you've got one, or can borrow one from a friend).
But you would need to set the floppy drive as first boot device in the BIOS first.
The usual means of accessing the BIOS is either hitting F1 or F2 (it should tell
you on the BIOS screen). After that, you use the right arrow key to go to the "Boot"
menu which you'll see at the top of the screen and from there, find the "Boot sequence"
menu. To change the boot sequence, select the floppy drive and then to press the
"-" and "+" keys located on the far right of the numeric keypad. You should see the
selected drive spring upwards. To save changes in the BIOS, hit the ESC key (top
left of your keyboard) and then choose to save changes.
Have you tried different floppies though? It might simply be a faulty diskette.
