Try extracting a new clean copy of WinSpool.DRV from the C:\Windows\Options\Install\WIN_16.CAB folder (right click on the file, select Extract) and place it in the C:\Widows\System folder to replace the copy that might be corrupted.

I would also recommend running SCANDISK and do a Thorough scan of the disk drive to correct any errors first.
