Take a look in Scheduled tasks for something like PCHealth running every couple of minutes and just delete the task, then take the PCHealth, or task, out of your msconfig Start-Up group and remove the entry completely using SpyBot S&D. I don't use System Restore anymore as it caused too many problems, preferring to make an image of the operating system C: drive and store it on the F: drive as well as burning a copy to CDRs.
