I just tried this and it works, go to Explorer
Rt Click on it
Click Properties
In the Target Box add (space)/e,(space)c:\ to the end of
what is already there.

It should look like %SystemRoot%\explorer.exe /e, c:\

Then click Apply
Click OK

If you want to add a key board short cut you will
see a Shortcut Key "None"in the Properties Window 
Type E for example, and when you hit  Ctrl, Alt, E
Then Explorer will open.
