Help Deleted Something on Me

I found your site, am im having some problems, i deleted some files foolishly and
im not a rookie at this, and , well what happened was my son in law had used this
to look on the net and got some damn spyware loaded, i tired to fix it and thought
i had it when i rebooted, i cant open any programs. cant run restore, or even reinstall
windows me, cant open anything, here is what it says:(
windows cannot access the specified device, path, or file. You may not have the approite
permissions to access the item)
im ok with the computers but this is not my thing i design and have websites, and
know that end of it, this on this problem im lost.
the computer works, boots up, opens to windows however no programs load, but i can
still get online, in fact im on it now.
Do you have any suggestions.
