Default settings for opening that type of window must have been changed. You could try opening it, scrolling the bar over to where you want it, adjusting the window size, etc. and then press and hold the "Ctrl" key and click on the upper right X to close the window. For some windows, this will save the current settings as the default. Worth a try.
