The restart option of the windows is not working

If I am doing a restart in my ME then after logging off the screen goes blank and
that is it.It doesn't actually restart the comp.The state continues and if I am forcing
a reset then the scan disk appears,next time I reboots.Can any one suggest what is
happening??
