Help Can't Start WIN ME Missing SHLWAPI.DLL

I am using win ME and after the password screen nothing happens, just a blank screen.
I can't even go in safe mode and don't know how to boot in DOS mode either (not
sure if u can do this in win ME)
How this Happened- ran norton anti virus 2003, got message saying there was a change
to boot record, the change was unexpected so clicked that. Next thing my computer
locked up and can't get windows going since. Why did norton do this... I have no
clue!
Downloaded WIN ME boot disc, and tried to boot with the floppy but no luck, acts
the same way regardless. Searcing for hours for answer to this problem but still
have no answer how to get WIN ME running again, and without access to WIN or DOS
I can't fix the problem.
Restoring system with system recoveryfactory software is NOT an option as it wipes
all my HD clean and I just can't do that.
I am really hoping someone can help! That PC is my lifeline! Thanks!!!!!
