Go to the folder C:\Windows\Options\Install and locate the file WIN_17.CAB and open it. Then locate the compressed copy of RunDLL32.exe and right click it and select the Extract option. For the destination folder, select C:\Windows You can also do this with Start - RUN - MSCONFIG - OK - and clicking the "Extract file..." button, and filling in the request information and using the Browse button. The fact that it is missing and you are having problems getting into the Control Panel suggest that you might have a virus or browser hijacker on your system as several are known to delete the RunDLL32.exe file. So, first restore it and reboot. So do a full virus scan. Then scans for ADware/Spyware and browser hijackers.
