Sounds like you might have had a bad infection of the CoolWebSearch browser hijacker.
There is a version going around the past few days that has been spread by normally
reputable web sites that appear to have been hijacked their selves.
Can you at least boot the system into Safe Mode (hold Ctrl key down before the
Windows ME splash screen and then select Safe Mode in the boot menu)? I you can,
then down load CWShredder.exe
v1.59.1 (by
Merijn) and copy it to a diskette and use it to run CWShredder on your
system in Safe Mode. Then manually run your AV and any spyware scanners you have
installed.
Your system Registry and INI files might have been corrupted to the point they
can not find programs in the normal paths. You could try from the DOS diskette running
SCANREG /restore and select the "started" copy of the Registry from the day
before the problems started, as a last resort.
