applications run slow on ME

A few months back, while downloading a pdf form from a reliable website, my rundll32
file somehow got corrupted. I couldn't reboot to Windows anymore.
I reinstalled Win98 from a boot diskette, then reinstalled the WinME update, and
all of my application software. I also run the Windows Update from WinME.
Ever since, all of my applications (quicken, ms word, etc.) run very, very slow...it
can take up to 10 seconds just for drop down windows to appear after I click on the
drop-down box. I've gone through Jack Gulley's Windows ME Fixes page and tried just
about everything he suggests. No viruses, no mysterious programs running in the background,
no spyware or adware, the disk drive scanned and defrag'ed. Still, my apps run very
slow (Internet Explorer seems to run fine, though).
Running the WINTOP task manager, I notice an immediate spike in CPU usage to 100%
anytime I perform any tasks via one of my applications. All I have running is Explorer,
systray & Norton anti-virus programs. Performance improves slightly when I close
the Norton programs, but not significantly.
I have a Dell PIII 733 mhz, 128m RAM, 10G hard drive with 3.5G free space. I know
one suggestion would be to upgrade the memory, but I don't know if that will solve
the problem. All of my apps worked just fine prior to the rundll32 crash.
Any ideas? I'm stubbornly refusing to chuck the computer and buy a new system.
