Yes, I have done all of the recommended disk maintenance you mentioned.
My Dell was originally delivered with Win98. Dell then sent the WinME upgrade when
it became available. So, as stated before, I reinstalled Win98 and then the WinME
upgrade because I thought I had to start with the Win98 base. Is that not true?
