The error message is also important, not only which DLL is involved. Nonetheless, 
first try re-registering this DLL file, see it that helps. Go to Start - Run - type: 
regsvr32 urlmon.dll Press enter. Note: you should see a brief message that 
the dll has been successfully registered. 

If that doesn't fix things, repair IE: Go into the Control Panel - choose Add-Remove 
Programs. Click to highlight 'Internet Explorer' in the list. Then press the Change-Remove 
tab - choose Repair I.E. OK - Yes. If you get a message saying it can't be repaired, 
you'll need to reinstall it.
