I have a possible answer about Get 
Rid of the Logon Screen:

#I have revisted this problem so many times it's not funny, different Windows O/S's, different machines, different answers all round. #But the things that have been mentioned in previous threads are mostly correct. #When all of the above ideas don't work, before trying the possible system mangling suggestions, try this one. #Do a search for the pass word list files, " *.pwl ", using a wildcard "*" for the detail before the file extension [the .pwl bit]. #Delete all the mentions to "user" pass word lists, leave the ones labeled "default". #Reboot and see if this worked for you. #I don't think this idea will apply to W2k or XP, it certainly worked on my last Win ME box that had this problem. [after checking previous ideas mention in threads before and finding the system already as per suggestions, but still asking for PSW] #Point to be made here about PSW's with Win 95 98 ME is that passwords don't keep nasty people out of your machine, just slows them down. For XP I reconmend using a password, even if you make the logon automatic, drop your day-to-day user rating to "limited user", make sure you are using the NTFS file system and enjoy the added security, plus your computer is a lot less likley to become a zommbie machine and spread more spam than we have now. ##Hope this helps, remember keep that firewall up and antivirus up to date, consider XPsp2 and turn on Auto-update please.
