If you are really getting into Safe Mode, then none of the Startup programs should be starting and causing any problems. In Safe Mode, even the normal 32 bit device drivers are not being started.

Explorer is critical. You can't really shut it down, because if you do, the Windows Kernel will just start it again.

If your are able to make an Internet connection while in Safe Mode (not normal but possible as some driver configurations allow it), then it is possible that the Automatic Updates option could be causing restarts. There are also some Trojans that can cause this, but we assume you have checked for these already.

That Internat is very suspect at first glance. It can be one of three things, two of them are bad.

First, there is a normal Windows program named Internat.exe, located in the C:\Windows\System folder (size 49,152 date 06/08/2000) that is part of Windows ME. It is normal to have this program running if you are using or supporting anything other than the US English keyboard layout. If you have another layout then Internat.exe it the program that puts the international language icon in the SysTray, and one would assume you would be aware that that program was a normal program to see in the Task Manager. This program loads through the INI file commands and is loaded even in Safe Mode so that you have the proper international language and keyboard support. In the Control Panel, under Keyboard, Keyboard Properties, Language tab, if you have any entry other than "En English (United States)", then it would be normal to see Internat.exe running in the Task Manager.

If only the US English, then InternAt.exe would be one of two different Virus or Trojans that hide itself from you with that name. In that case you need to run full Virus scans and Trojan scans and remove them. Also search your system for a second copy of InternAt.exe. Then scan through your Win.INI and System.INI file and see if it is listed there.

MSN has a lot of problems. My only recommendation is to remove it. Clean up your system and get it working better. Then if you really can't live without it, install the latest version. Their on line update process does not always work very well and can crash your system in many different ways.

There is a lot you can (and NEED to) do to clean up your system.
