It would take a lot more information that I am sure you don't have right now, to answer that question. Format and complete reload might be the answer if you can not sort it out.

If you have not done so already, make sure there is no ADware/Spyware and Virus/Worm/Trojans on your system. And do some general clean up and checks. Maybe it will lead you to something.

I would also recommend you try booting into Safe Mode and see if Netscape will start up. You will not be able to do anything, but that will at least tell you if it is some sort of Malware program causing the problems.
