There are many possible cause of this, so check the most common.

McAfee Personal Firewall is known to cause this type of error. If you have it installed you can either try removing it or contacting McAfee support for upgrades to the version you have.

Damaged modules that are a part of Internet Explorer 5.5 and Outlook Express 5.5 through 6.0 can cause this. To try fixing, do a REPAIR of IE. To REPAIR IE, go to Control Panel, Add/Remove icon, and select (highlight) the entry for "Microsoft Internet Explorer ... and Internet Tools" and then click the Add/Remove button at the bottom of the window. On the options window, select the "Repair Internet Explorer" option and click OK. When it is done reboot the system. If that option does not exist, you have not bothered to do the Windows Updates and install the IE Service Packs.

Malware programs like ADware/Spyware and virus can cause conflicts that result in this type of errors, so make sure your system is free of them.
