Should be working by default. You may have something installed that is disabling
them.
Check in Folder Options, File Types tab. Scroll down and make sure there is no
entry for CAB in the list. If there is, delete it.
You could try enabling Compressed Folder (ZIP) support.
Go to Control Panel, Add/Remove Programs, Windows Setup tab. Select the System
Tools line and click details. Verify that the "Compressed Folders" option is enabled.
This enables Windows ME's ZIP file support. This might be disabled if you have installed
an unneeded third party program for handling ZIP files.
