Seems like I spend more time here fixing problems than I do actually using my computer

Dont know if this is a windows problem or a hardware problem. But I put a disk in either of my CD or DVD burner drives and read it in Explorer and then take it out. The disk info stays in that particular drive. Even If I close down explorer or if I reboot the computer. When I put in a different disk it usually wont read it until I keep clicking back and forth from another folder in explorer and then back to the optical drive or if it is a self booting disk then it will correct itself. Any ideas would be welcomed.
