No taskbar or Icons

My buddy asked me to look at his computer. I know nothing about Windows Me. I actually
am kind of a novice with all Windows but I said I would try. He said he thinks he
had a virus because 1st the mouse got jumpy. Now he has his background but no icons
or taskbar. I restarted it several times hoping it might startup right once with
no change. The mouse seems to move smoothly now although sometimes it makes a buzzing
noise. At the times when it makes the noise Ctrl Alt Delete does not work. He can
not find his original CD or we would just reload Windows. It may be time for a pro.
